Both of these methods only work inside of VEGAS Pro 17 or newer! ( since the effect was introduced in Vegas 17 )
  
Place Inside of %UserProfile%\Documents\OFX Presets\de.magix_MeshWarp\Filter ( make a new folder if it doesn't exist )

or you can import the .sfpreset inside of Preset Manager ( https://jimmyhogs.com/programs/preset_manager/ )
